The Human Rights Directorate, in partnership with the Council of Europe and with the support of the EEA and Norway Grants, is pleased to welcome you to this specialised workshop. It is part of a broader initiative to develop a comprehensive Manual on Criminalised Hate Speech — a practical and legal guide designed to clarify what constitutes criminalised hate speech under Maltese law, while also serving as a reference tool at the European and international levels.
