You are invited to attend the Training on Effective Investigation and Prosecution of Criminalised Hate Speech, taking place on 17-18 November 2026 in Malta.
The Human Rights Directorate, in partnership with the Council of Europe and with the support of the EEA and Norway Grants and European Commission, is pleased to welcome you to this specialised training. The training is part of a broader initiative to develop a comprehensive Manual on Criminalised Hate Speech — a practical guide to support the everyday work of investigators and prosecutors. The Manual aims to clarify what constitutes criminalised hate speech and to serve as a reference tool at the European and international levels. The training will provide an opportunity to tailor the Manual to the specific Maltese country context.
