To support the Joint Security Commitments between the EU and Ukraine—particularly on protecting critical infrastructure—DG HOME has been cooperating with Ukrainian authorities since early 2024. In the context of that cooperation it was agreed that DG HOME will support Ukraine to establish a Protective Security Advisory (PSA) Programme, drawing on the EU’s existing programme.
The EU PSA Programme, led by DG HOME since 2020, assists Member States in protecting public spaces and critical infrastructure through expert missions. With over 50 missions since 2021, it provides on-site assessments, shares best practices, and identifies vulnerabilities in sectors such as transport, energy, major events and other critical assets.
The workshop will bring together experts from relevant authorities involved in the physical resilience and protection of critical infrastructure. It will cover the EU PSA methodology, the vulnerability assessment process and include a practical exercise. The aim is to support Ukraine in developing its own PSA programme in the coming months and to prepare Ukrainian experts—together with DG HOME and the EU Assistance Mission to Ukraine—to train future specialists.
